Thalheimer Education Law is dedicated to the representation of special needs children and their families.  Our focus is on education.  Since 1995 we have represented thousands of children in an effort to ensure that each one receives all of the individualized programming and accommodations they require to make meaningful progress in school.  
 
Each of our clients is unique.  We strive to tailor our representation accordingly.  We have represented children with all manner of learning, medical, emotional, physical or social disabilities or disorders.  Some of our clients require a simple accommodation at school to help with a single skill such as reading, possibly in the form of a Section 504 Service Plan.  Others need extensive Individualized Education Plans (IEPs) that must be implemented in specialized settings.  We work with the family and professionals such as school psychologists, physicians, occupational therapists and speech language pathologists to advocate for meaningful and measurable changes. 
 
We always try to work together with school districts or charter schools to amicably find solutions in the best interest of our clients, and the great majority of our cases are settled by agreement.  When this is not possible, we have the resources and experience to represent our clients at Special Education Due Process Hearings and if necessary, in State or Federal court.

Our Team

David S. Thalheimer
​Esquire


David has represented thousands of parents and children in special education matters in Pennsylvania, New Jersey and Delaware since 1995.  Prior to establishing the predecessor firm of Thalheimer and Palumbo PC, he served for five years as an Assistant District Attorney in Philadelphia. Before serving at the District Attorney’s office, he was a litigation associate in the Philadelphia office of the Dechert law firm.  He has often lectured on special education issues to educators and parents. His J.D. degree is from the Georgetown University Law Center, where he was an Editor of the Law Journal. His undergraduate degree is a B.A. in Economics from the University of Pennsylvania.  Mr. Thalheimer is a past President of the Advocacy Board of the Arc of Montgomery County. David lives in Philadelphia with his wife and is the parent of twin daughters.

Christine R. Reckamp
Legal Assistant

Christine holds undergraduate degrees from Moravian University and an M.S. in Information Science from Drexel University. She has been working as a special education legal assistant for over ten years. She resides in Philadelphia with her husband and young son.
